The Constitution of the United States in Article 1, Section 8 under the enumerated powers of the Legislative Branch claims that the Congress has the power to give privateering rights (grant letters of marque and reprisal). I realize that practice is not followed today (or for that matter after 1812), but is it remotely possible to get a privateering license now? |
