Renter's rights question. Itsdb 07/13/05
    Hello Real estaters,

    My daughter is renting one side of a duplex, which was recently sold. Her former landlord paid the water bill, but her new landlord has made it the tenant's responsibility.

    Here's the rub - there is only one meter and it's in the other tenant's name. He has failed to pay his half of the bill and so both sides have no water. Is that legal?

    With only one meter shouldn't the utility be in the landlord/owner's name, regardless of who actually pays the bill? Seriously, how can one tenant be legally at the mercy of the other to be able to get a drink, take a shower and flush the toilet?

    Any help would be appreciated. We are in Texas if that matters.
