| Microbes Used in Ethanol Production |

I just read a Yahoo News article today about Ethanol. It said that the demand for ethanol as an alternative fuel is skyrocketing. Because it is derived from corn, and it is placing a strain on the supply of corn around the world, corn prices are going up quickly.
Scientists are in a rush to find alternative ways of producing ethanol, one of which requires a certain bacteria found in the human urinary tract.
Let's say ethanol ends up being THE alternative to petroleum as a fuel.
Can the U.S. Congress make a law that requires all males to regularly report to a clinic to allow them to harvest that bacteria from their urinary tracts? I know of a medical procedure that involves inserting a long needle up the urinary tract through the opening at the tip of the penis. This procedure is very painful.
If harvesting that bacteria is that painful, can Congress make such a law like the one I mentioned?
