Why does the US need 15 different espionage agencies?

Clarification/Follow-up by denberg on 12/17/04 11:13 am: Yes I agree with you. I'm just fascinated by the way in which it ever got to 15 in the first place - truly, absolutely fascinated. I mean what happened when it was say, 5? Did someone say, er I think 5 is enough, we don't need 6...and then 7 is enough, we don't need 8...and so on? How on earth did it ever get to 15? The mind boggles. Here in the UK we've just invented another one, called SOCA, the Serious Organised Crime Agency, after ten years of having something called NCIS, the National Criminal Intelligence Service, which was supposed to "co-ordinate" all the other "agencies." I'm not sure how many "agencies" we've got now but here's a good question for you: do you think Britain will ever get it up to 15? I've got half a mind to go down the bookies. I wonder what odds they'd give?
