scramble ruling brendanmhn 11/04/07
I recently played in a scramble tournament and a situation arose that we did not know how to handle. We were on the green putting. Player A putt his ball past the hole. He did not mark it. Player B put his ball beyond the hole and hit player A's ball, moving it about an inch further away from the hole. We played our next shot from where player A's ball came to rest after player B's ball had moved it. I know in match play it is loss of a hole and in stroke play it is a one shot penalty, but what is the ruling in a scramble format? Is there a penalty? If so, which rule does it violate? If not, why not?

Thanks for your time and help. I have looked everywhere, asked everyone, and can not find the answer.
