I'm not a Campy guy -- I've always preferred Shimano, but I do want the 10 speed system. I want an 11-23t cassette, with a 16 cog in the middle. So my next bike, which I will buy two years from now, will be Campy-based if Shimano doesn't have the system by then.

Hmmm, I just checked my latest Performance catalog and sure enough, they list a Campy 10 cog cassette. Didn't see that since I'm not really in the market for one. I'm very happy with my road bike that has a 12-34 freewheel.
In that case I would assume Shimano is not that far behind. Frankly, I really don't see what great advantage the 10 cog system is gonna give you. Have you done a ratio chart on the whole setup?

There is nothing wrong with using the 16 cog. If you find that give you a comfortable cruising cadence, then use it by all means.
What I'm saying is that, as long as you have gear ratios that give you a comfortable cruising cadence, then adding more cogs is not going to make a great deal of difference.
