    Hello voice guy,

    I believe that the regulatory system is abused on several different levels as each side tries to get the best deal for themselves at the expense of their opposition or rivals. Regardless of which side ' wins ' the ones that are affected the most are usually the general public.

    Here is my original question asked slightly differently.

    Ideally how would social controls ( such as values / norms ) and expertise used process these social demands about regulation?
