Hello Mr. Turner,
In Japan most educational and research databases are free to anyone who wishes to use them.
There may be some restrictions such as the user must use the material in the library or must be introduced by a student or staff member if they do not belong to the owner' organisation. But it is still easy to get the information.
The English databases I' used or tried to use often ask for fees, usually beyond my ability to pay, for access.
What are some reasons for denying access to information in databases in schools and libraries?
