Not testing for promotion jojoflo 06/17/04
    I am a member of a Texas fire dept. that is going to implement civil service. Under civil service, qualified individuals test when possible promotions are announced. The fire chief plans to appoint firefighters to Lieutenants and Drivers based on who he feels is good enough prior to implementing Civil Service. Some of the more popular individuals would not meet qualifications under the local government code (civil service). Can this be legally possible? He has three months to appoint the positions before Civil Service is implemented.
