No ;there never is enough.Citizen participation is a definite plus. That is why I mentioned things like community watch groups etc. I think the bottom line is that if a community chooses to not support law enforcement then it doesn't really matter how many cops are on the beat. Corner drug markets would not be tolerated by the citizens of my town .
