So would we have better intelligence if somebody hadn't filled the CIA with political hacks?

Possibly .I really do not have an easy answer to that question . I am reminded that the Fed gvt. is filled with lifers who have a notion of what policy should be and have the attitiude that they can wait out specific administrations .This is true even in important areas like the intelligence branches and the State Dept. It is up to the cabinet officers to make sure that the Presidents policies are faithfully executed by their staffers . Whether Tenet fits that bill I have mixed feelings about.
