      Because war against Iran hasn't been declared yet. But by pre-positioning troops at Iran's border, Bush's military options increase. He can use those troops as a threat against Iran to try to force them to back down. He can use them as a containment force. Or he can launch them at Iran if that is justified. He can use them to support an internal coup against the Iranian government. With the troops there, the strategic options increase. As I said, it is the strategically smart move.
