      Tom,

      An allusion is not a promise. These were ideas being thrown out for discussion, and Bush and Powell rejected them outright. At no point was it ever stated that Iraqi oil would pay for reconstruction. THat is not a commentay on whether I agree with that decision or not, it is just a statement of fact.
