The plan was for FEMA to assisted the state and local governments in getting help where it was most needed, based on the assumption that local resources could hang on until 72 to 96 hours after the disaster. That is why ever since 9/11 state and local governments have been showered with federal funding as First Responders.
Where the feds failed was in planning for another contingency is that they should have planned for dealing with dysfunctional state and local governments that had failed to prepare or to execute their disaster recovery plans . Yes ;Brown needs to go ;in fact I think FEMA is a waste ;an unnecessary agency but then again ;so is Dept. of Education and Dept. of Energy .

OK, so you're on the side of cronyism in running FEMA.

And, a bunch of "emergency professionals" under him. Cronyism went deeper than Brownie at FEMA.
Homeland Security needs a top rate military man while I'm at it! :=D

I agree. I don't think someone's private sex life should be a topic for consideration at all. We will loose too many Great leaders. :)
