Remeber when Hillary tried to tackle the health care stystem .By going after full reform she torpedoed any chance at gradual reform .So far Bush is having a tough enough time just getting his own party on board with his proposals. There are many who argue that even this one issue should be handled piecemeal .

Excon = someone who's been in jail. Meaning he got caught. Assuming that you can pull off the perfect crime (not get caught) is stupid because chances are you'd get caught. Assuming that you are smart enough to outsmart the police is stupid because it's highly unlikely it's gonna happen, if for nothing else then because of them outnumbering you...
Doing all that more than once is stupid because you should have gotten the idea the first time.
Bush is still the President and we ain't. So he must know something we don't.

Yep, the guy who created the SS system wanted it to be an INTERIM step before the creation of PERSONAL SS ACCOUNTS that work pretty much as Bush describes... only more than 4% of your social security earnings would have gone into the PSSAs. Something like 100%.
Bush's idea isn't radical or new. He's just fightng harder for it than anyone else in history, because he believes in it more than anyone else ever did.
