How many different versions of an 'interim government' were established when the Revolutionary War was fought? Heck, the Constitution itself got kicked around so many times and for so long that it almost wasn't ratified. The people who were supposed to run the government changed almost daily for a period of time, due to political differences. None of that kept the USA from being formed.
