    In Britain we have QUANGOs. I can't help wondering:

    1/ What is your equivalent, and how do people get onto them?
    2/ What are the most notorious ones in the USA?

      I'm sure we've got them (pretty sure), but you'll need to explain what it is they do (or don't do). The odds are we call them/it by some other name.
