First at what level,
City, County State Federal International
Criminal law, Tax law ???????
Law of gravity
But in general, you will need to lobby those that can present the law. OF course it will have to go into committee, be re-written several times, have lots of added non relivent riders added to it.
And then hope the courts don't rule it unconstitutional after it is written. And then also make sure there is some agency to inforce the law once it is in place. And there is money to inforce it.
We have more laws on the books now, take immigration, that are never inforced. |
