You might want to go to one of the astrology sites (http://lessons.astrology.com/course/show/Beginners-Astrology/23-The-Houses is an excellent resource) and look at the actual chart as an illustration. A Pisces is born in February. Pisces is the sun sign for that time period, meaning that the sun was in the same sector of the sky as the Pisces star formation at the moment of his birth.
But the star chart doesn't stop there. It covers all the aspects of the sky and is divided into twelve sectors ("houses"). "Virgo rising" means that the zodiac formation, Virgo, was in the 12th house (or just above the horizon--"rising") at his birth. So Virgo's qualities would impact on the typical Pisces qualities.
Interesting point: All of the signs and planets have an impact on the total personality. Those above the horizon are visible while those below are underlying and can cause problems. A person with all his activity above the horizon is believed to be very open and honest. A person with all his activity below the horizon is believed to be just the opposite. And don't even ask about planet in retrograde! *LOL*
Combine the Western horoscope with the Chinese, and you get a very interesting reading indeed. I, for instance, am Aquarius Pig. I'm quirky with delusions of grandeur. Very accurate indeed!
