You said he was a criminal, but you weren't specific enough about what kind. The convicted kind who was released, who is on parole, or who is just a criminal because he is pissing you off.
If he was just released because he served his sentence then there isn't anything you can do about his past.
If he is on parole, find out who his parole officer is and go and talk to him.
However, if you wish to NOT tick this perhaps already violent individual off, you can consider what a friend of mine did to two of his neighbors/enemies. Please note that I am only telling you these stories, and in no way suggest that you emulate either of them.
Number one neighbor was always having loud parties at all hours of the night. Friend called police numerous times, nothing happened other than the neighbor threatened my friend. On one of the visits, the police informed friend that neighbor is on parole, but unless he violated the law, there was nothing they could do. Friend called police at next party after he put something on the porch, or threw it in the window, or somehow or another got it into more or less plain sight. He told police that resoponded that there appeared to be drug use going on inside. Police went inside, found drugs, violated the parole, and he went back to finish his sentence.
The second situation was a little more scary. Friend has just bought a house, neighbor kids belonged to a gang, and on one summer weekend spray painted most of the garages in the block with gang slogans, then they bragged about their "claiming" their turf.
Friend went out late that night (he says), and set fire to the kid's family's garage. The fire department couldn't save the garage, and just did barely save their house. Because so many garages were vandalized, the perps did not know who retaliated. There were no further problems, and the family moved out about a year later.
