Hello: I would like to suggest, you possibly call your Chamber of Commerence and ask if there is a Neighborhood Watch team on your block, and if not, how do you get one started, due to the trouble you are having.
I would then contact a Security System Co., having a Professional come to your residence and give you up front information on how to secure your residence the very best way you can, and a plan that can fit your pocketbook, and specially the lighting that can be placed, called "motion lights".
Then through Radio Shack, and you can also ask the Security Pro this, they can install video camera's a system that you can view from inside of your home of what is going on outside, and some record the images, but the main thing you won't have to go outside and do your own snooping, you will have it all on tape.
I then would in a calm way, call the Police Dept. and ask to speak with a Administrator or Chief of Police, make an appointment, take your listing with evidence all you are doing for safe protection, and show him a list of concerns you have and why you felt you had to go to these measures and that you would appreciate it if he/she would speak to the team of Police Officer's and when (hopefully not), you happen to call, or your emergancy number comes up from your security system, this is the previous problems you were haveing and this could be the possiblity, so they will know ahead of time there is a unsettle'ing problem.
If you can put up a privacy fence.
Place your car either in a garage that you can get into your home without walking out on the streets and if you do, have to, make sure you have adequate lighting, you can also request from your Utility Co. for them to place a Security Light on an exsisting pole.

Carry a cell phone, and a picture one on you at all times.
Keep your presence noted and tell your loved ones and good neighbors if you should deceide to leave for a length, or if they see anything unusual around your place that they should pay attention.
Some even take a self defense class, not for competition but some ways to quickly protect if cornered up.
Unlisted personal telephone number, and on your phone you can have it where you will not be able to accept unidentifyed numbers without the one calling punching in *82 then dial your number, this way you will be able to log in who is on the other line calling you and it will track.

It's all about self and place awareness and keeping you safe as can be.
