Question/Answer
sallie00 asked on 05/24/05 - refinancing

Is it customary when refinancing to pay the balance of your property tax and house insurance as part of the closing cost?

Thanks in advance.

ROLCAM answered on 05/24/05:

Legally it is very customary to proportionalise any unpaid bills on the settlement of property transfers.
I see no difference here in the settlement of a refinancing deal.
It is good to clean the slate as one would say.

Ccl471 asked on 07/10/04 - Bank of America, Fleet Bank, and E Trade

I know that Bank of America recently merged with Fleet Bank. But Fleet recently sent me an E Trade credit card and said it was to replace my old Fleet credit card. That tells me that E Trade is also part of the company. When did E Trade become part of the company and was it BofA that it merged with or Fleet?

Many thanks,

Question/Answer
Ccl471 asked on 05/08/04 - Is this for Real?

I recently received an email from an unknown sender. Here is the body of the message:

WIN HANG BANK LTD
253-259 Castle Peak Road,
Cheung Sha Wan,
Kowloon,
Hong Kong.

I am Mr.Liu Jiankai, credit officer of Win Hang Bank Ltd. I have an
urgent and very confidential
business proposition for you.

On August 6, 1999, a British consultant/contractor with the Chinese
Solid Minerals Corporation, Mr. Philip Brian made a numbered time
(Fixed)Deposit for twelve
calendar months, valued at US$38,000,000.00
(Thirty-eight Million Dollars only) in my branch. Upon maturity,I sent
a routine notification to
his forwarding address but got no reply.

After a month, we sent a reminder and finally we discovered from his
contract employers, the Hong Kong Solid Minerals Corporation that Mr.
Philip Brian died from an
boat mishap accident. On further investigation,I found out that he died
without making a WILL, and
all attempts to trace his next of kin was fruitless.

I therefore made further investigation and discovered that Mr. Philip
Brian did not declare any kin or relations in all his official
documents, including his Bank Deposit paperwork in my Bank. This sum of
US$38,000,000.00 is still sitting in my Bank and the interest is being
rolled over with the principal sum at the end of each year. No one will
ever come forward to claim it. According to Laws of Hong Kong, at the
expiration of 5 (five) years, the money will revert to the ownership of
the Hong Kong Government if nobody applies to claim the fund.
Consequently, my proposal is that I will like you as a foreigner to
stand in as the next of kin to Mr. Philip Brian so that the fruits of
this old man's labor will not get into the hands of some corrupt
government officials. This is simple, I will like you to provide
immediately your full names and address so that the attorney will
prepare the necessary documents and affidavits that will put you in
place as the next of kin.

The money will be paid into your account for us to share in the ratio
of
65% for me and 30% for you and 5% for Expenses Incurred in the course
of
the transaction . There is no risk at all as all the paperwork for this
transaction will be done by the attorney and with my position as the
credit officer guarantees the successful execution of this transaction.
If you are interested, please reply immediately to my e-Mail box,
liukai@asia.com

Upon your response, I shall then provide you with
more details and relevant documents that will help you understand the
transaction.

Please send me your confidential telephone and fax numbers for easy
communication. You should observe utmost confidentiality, and rest
assured that this transaction would be most profitable for both of us
because I shall require your assistance to invest my share in your
country.

Awaiting your urgent reply.
Sincerely
Mr.Liu Jiankai

Do you think this is for real or is he trying to scam me out of some money?

Many thanks,

C.L.

Question/Answer
denberg asked on 11/30/03 - What's the world's biggest bank?

After the bombings in Turkey last week it was reported that the HSBC was the world's largest bank, so I just wondered...what's the biggest?

ROLCAM answered on 11/30/03:

The HSBC is a very big BANK.
It is headquartered in the United Kingdom.
It operates in many countries and has got a lot of branches.

The legislation that affects banks differ in different countries.
You need to understand the ANTI MONOPOLY
legislation in the United States to
understand why there are no big banks in the U S.

In Australia we used to have a lot of Banks
but now we are left with 4 big ones.
This was achieved with mergers and takeovers.

They are:

National
Commonwealth
Westpac
A N Z.

The word "biggest" is also very difficult
to define.
Biggest in what?
Branches?
Assets?

I hope this satisfies your enquiry.

Best wishes,

ROLCAM.

Question/Answer
rosaritao asked on 11/15/03 - overdrawn account

hi, when i was about ninteen i really screwed up, money wise i mean. i was alway overdrawn at the bank and i was alway late for payments. anyway i ended up closing the account and i believe i was, or became overdrawn and owed money. i tried to open another bank account about a year later and was refused. they said i still owed money and couldnt open another account untill it was paid off. they gave information to follow up, but at that time i didnt have the money to pay. now im seriously trying to fix my messed up credit and i need to know where i can go to find out how much i owe and to who i owe it.

ROLCAM answered on 11/15/03:

Dear rosarito,

An important piece of information, which you have left out,is:-Where do you live?

When one is young,we are usually untrained
as to how one deals with banks.

You made a mistake in not repaying what you owed.

If you want to mend the unclean credit taint,
you need to make an appointment with the
old bank manager.
Go and see him and explain, you need to start a new and clean relationship.
He should be able to help you out.

The use of banking facilities is important.
One way to show good faith is to promise
the bank manager that you will be depositing some money with the bank.
Ask him to help you set up a budget to
organise a savings plan for the future.

Another way is for you to get someone
that you know who has a good relationship with the bank to stand as guarantee for you.

If you have some real property then you can lodge the title deed with the bank as security.

Wishing you all the very best for the future.

Question/Answer
Harmonyhill asked on 07/16/03 - Bank card question

Hello,

I have been using a bank card (debit/credit) for about a year. I use it to pay bills with online, to buy things with over the phone and at stores.

Recently I bought a new computer at Best Buy using my bank card to pay for it. Along with my computer came some other offers and trials for me to take advantage of.

At the same time I bought my new computer, I switched my account plan with AOL because I don't really need aol anymore. I was going to cancel it but they talked me into trying a bring your own access plan.

Since the purchase of my computer, I have noticed and had to cancel some automatic payments being charged to my bank card. These are payments that were never authorized by me, most of which I was able to have reversed and my account credited for what was taken.

I am assuming that when I used my bank card to buy the computer, they passed along the information to the other offers and companies who are associated with all the extras that came along with the computer? Could that be?

So far, it has happened with 2 different companies, the first was Netflix (and I don't even watch movies!)
but they managed to get 2 charges in off my bank card before I saw it and had it stopped and credited back to my account. The next is aol. I called them yesterday to discuss a charge on my phone bill that I did not recognize and they told me not to worry about it because my payment method is automatic through my bank card. I couldn't believe my ears! They even told me that as far as they know, I don't have any aol charges on my phone bill because that is not my payment method....I have had AOL for years and have ONLY ever paid them through my phone bill!

I informed them that I have never paid them with my bank card, I am not even billed directly from aol, I get my aol bill along with my phone bill and pay aol thru the phone company. I had to tell them specifically once again, bill me on my phone bill and spell it out that they DO NOT HAVE PERMISSION TO MAKE ANY CHARGES ON MY BANK CARD, and in fact I have never given them my bank card information.

Do I need to contact my bank and ask if there is something I must do to avoid unauthorized deductions from my account by companies that think I have made arrangements for automatic payments?

Thanks,
Harmonyhill

ROLCAM answered on 07/16/03:

Dear Harmonyhill,

Visit your bank at the first opportunity.
Advise them exactly as to what has been going on.
Get them to change your CARD number.
This will stop them at their tracks.
When you get the new number,be very careful with SECURITY.

Wishing you all the very best.

ROLCAM.
